Dont allow grade averages to go above 100%

Currently grade scores can be typed incorrectly alternating the averages and averages for student in the class can go above 100%.  That seems like a fault in the system and it should not allow for that error.

    Mainly we need to not allow for anything over max points given for an assignment.  I am seeing more and more issues with this.
