When multiple teachers teach a course, limit the ADD ASSIGNMENT function to the assigned teacher's sections

As it currently stands, teachers can mistakenly add assignments to sections they do not teach. They can also accidentally edit another teacher's assignments (change overall points for example), drastically changing a student's grade.

    I'm also having a problem where one teacher teaches both section 1 and section 2 of the same course in Semester 1, but then a second teacher takes over section 1 in Semester 2.  During the Semester 2, the teacher of Section 2 is continually posting assignment to both Sections 1 and Section 2 by mistake.  Even though she does not teach section 1 any longer, it still keeps coming up as the default when she posts assignments.
