Agreed -- this would be very helpful by allowing teachers more flexibility and consistency in how they set up their topics. Each topic layout option should have a full header. In all actuality, you really only need four options for page layouts (as long as there is a header on each one) because you can always choose to leave the header blank if you do not wish to have one! A footer on each topic layout is also a great idea (and could be ignored if not desired).
