Offer same course every year without student override

We are having to change the name of Band, Choir, Orchestra, etc., every year to avoid the student having to override it in course requests if has already been 'completed' in a current or previous year.  See EE course record 'course can be requested multiple times'.  Thanks.

    Course Retake settings are now available as as Sept 2023. This can be set on the course and is respected in Course Requests.
