Allow users to Download Images Default

I would like a master setting within courses/groups to default check the "Allow users to download images" for photo albums on bulletin boards and topics.

    And I'm not even seeing an individual setting for this, for one class's photo block on a Bulletin Board or Topic. Our photos are not downloadable. Did this function disappear, or is it just us?
