Add time in addition to date for opening edits, closing edits, as well as release for grade reports (report cards)

The date feature is extremely helpful in the report card administration. It has made the process efficient but it would be an added benefit to add time in addition to date (e.g. edits open at 3:30pm, edits close at 8:30a.m., report cards release at 4:00pm on selected dates).
