Globally add an editable topic element to selected courses

It sure would have been nice to be able to globally add a text box that could continue to be modified to each of our courses including standard instructions for things like Zoom! Please, please allow pre-designed elements to be globally added to Bulletin Boards and Topics that can continue to be edited by admin.
