Don't hardcode assessment questions as headers - actually respect entered formatting

A teacher reported having a problem when writing a question involving different languages. They were doing something like the formatting below to emphasize they foreign language portion vs the English:

Given the entry amo, amāre, how do you write we were loving?

By default, and I confirmed this with support, any questions are forcibly formatted as a header. This is problematic when using bold in this case, as in the attached screenshot all the text prior to the configured bold text is also bold when this is not what's entered in the rich editor.

I do not think any questions should be forcibly formatted in this way. Set a default in the rich editor such that text shows up as a header, but let teachers change this so that whatever they enter and configure for formatting shows up exactly as shown.
