Allow courses to limit set of skills to associate with the course (CBE)

All of our courses have a limited set of skills that are being assessed. It would be much easier for all if at the course level the teacher could choose the skills to associate with the course so that they appear for each assignment. This way teachers don't have to go fishing through a large set for each individual assignment.

    This is dependent on how your school set up CBE. If you're using content skills, which are course specific skills and you go to add content skills to your assignment, you would only see the ones that are associated with that course.
