This could look like a propose/accept flow from teachers to academic group managers, or could be a new role ("Skills Manager" or similar) that could be assigned to department heads. Currently if a teacher wants to add a new skill to be assessed, they have to email me so I can add it in the Grading Setup module. Would be nice for teachers to manage this themselves, with some gates.
