Allow Uncommitted Grades to be included in Cumulative Averages.

Our teachers would like to see how grades affect the cumulative average before publishing them to the students with commit.

I am on a chat about this now - was coming to suggest. This would be very helpful for teachers going into conferences to give a parent most up to dat information even if the grades aren't ready to be posted.
