Currently, when importing a Topic into a course, the import dialog is organized with the teacher's current courses as the top half of the dialog, and the Topic Bank as the bottom half of the dialog.

In practice, when navigating this and seeking the topic bank, if a teacher has many topics available in their own courses, it is difficult to quickly find the break between the teacher's own topics and the topic bank itself.

A more navigable presentation for the import dialog would be two have two internal tabs, with links to swap between them at the top of the window, one for importing from one's own courses, and one for importing from the topic bank.
