Add Comment Icon to Assignment Center for students

When comments are open to students, they should have an indication in Assignment Center letting them know a teacher has left a comment as part of their assignment feedback. This could show in the Status column or the Available Action column with View Comment (which would just need to replicate the link to the assignment details which is where they can view the comment). See attached sample screen.

    There should be a way to add comments as a viewable column when looking at the academic calendar.
