Making edits to a specific topic in a particular section sometimes causes confusion when importing an un-updated course topic from the wrong section.

An example of the issue is when changes were made to a course in the spring, and the topic was edited, but the topic is also tied to the fall course of the same name. If there were a master topic location that adopted the current version or could even be saved to a sorting location like "my files or my courses." That might make course and topic management more straightforward.
