While using competency based education (CBE) grading, it is possible to associate mastery skills with assignments when the assignment is created using the "Add Assignment" button. This appears to work as intended in most areas of the LMS, but if you try to add an assignment from the assignment center while in monthly view (as opposed to list view), the ability to associate mastery skills to the assignment is missing. According to Blackbaud Support Case 019019505, this is working as designed, and teachers should be taught to switch to the list view of the assignment center and use the "Add Assignment" button there instead to have access to add mastery skills. Although that is a good workaround, our teachers expect parity in all areas of the LMS, and the same set of features should be available no matter which method is used to create a new assignment.
Hey Folks -
This has been addressed with today's release. You can now add Mastery information in assignments from the various calendar views.

Agree. I saw elsewhere someone described a lot of Blackbaud's design as "path based" rather than "object based," ie. the way a tool behaves depends on how you arrived at that tool. But something concrete like assignment creation should behave the same regardless of what screens you clicked through to get there!
This is extra frustrating for students, who also encounter path-based differences in their assignment center view. Our young students cannot be expected to understand why an assignment looks different depending on whether they are accessing it from their class page vs. their assignment center.
