Add adjustable resize tool to the boxes for "Description" within "Add Assignment" and "Comments" in Rubrics

The height has been reduced for the "Description" box within the "Add Assignment" dialog as well as "Comments" in Rubrics in a recent update and needs the "resize" widget added to be usable or the ability to "grow" as you type vs. a static size with a scroll bar.
