Add the ability to rearrange proficiency levels in rubrics.

Currently, if you want to add a new proficiency level between two others, you need to move them all manually.

I think there are two ways this could be automated:

• Allow the proficiency levels to be dragged from one location to another (probably lots of coding to do this).

• Have the proficiency levels auto-order based on the point value assigned to each.
