Annotated Assignments: store comments I use regularly

Would like to have the ability to store comments I use regularly.

    Allow a teacher to simply select from a list of comments to apply to a particular student and grade. Currently, the teacher has type them or cut and paste as necessary. 

    *Google Classroom allows a user to create common comments that might be used when grading student assignments.
