While I would find it useful if students could upload files types other than PDF (e.g. Excel) as a way to collect work, you should know that teachers can us the OnCampus assignment annotations feature to make comments on students work submitted via PDF.  I might even argue that would be easier for teachers than having to download a student document, mark it up, then get it back to the student. Assignment annotations allows you make comments without leaving the web browser.
