View Only Grade Book Access

Department Chairs and principals need to check in on their staff to make sure that things are setup correctly and to provide support at a more granular level. They do not need to edit it only to view it.

    Please merge with K12OR-I-2658 and K12OR-I-181; these are all similar ideas and having view only gradebook access is something a lot of us are requesting.

    this looks like an option when in tasks... but it doesn't work. as confirmed by a support chat. please add! our learning specialists need this.
