Allow a teacher to delete an assessment even if it has been already taken.

Currently, when a teacher has created an assessment and a student has started taking it, the teacher can no longer delete the assessment.  Allow the teacher to delete the assessment if they change their mind about using it.

    Hi All,

    We released the updates to Assessments which provide your Teachers with more flexibility for deleting Assessments that do not have Grade Book grades associated with them.

    Hi There,

    We are currently testing a fix that will make it easier for Teachers to delete their own Assessments as long as they don't have grades associated with them. Aiming for the December release.
