Ability to have exceptions to Smart Groups

There are certain groups that we may want all parents a part of but if they complain, we may want to have the ability to have a Smart Group and a list of exclusions.

    In the scenario start with all parents and then exclude those that ask to be removed, the Smart List doesn't work, because we can't exclude those requested exceptions. The alternative is to manually add ALL of our parent records to the roster - all 1,975 of them.

    I have figured out how to do this with Not equal and the student's Host ID.

    I figured out that I can add the parent to the Smart list by last name, so this doesn't have to be an enhancement, but I didn't see how I can delete this idea.
