Add the ability to limit the amount of purchases one person can make for a Registration Item

When selling items within our event registration we are able to set a maximum number of items but not able to limit the amount of items any one registrant would be able to purchase. We would like to be able to do this to ensure everyone has a fair chance at purchasing an item.

There absolutely should be a min and max option for both total items and items per user. The fact that it isn't available is crazy.
