Event Registrations: Make attendee type min/max apply to payment info

If I set a minimum / maximum # for an attendee type, and then have registration fees collected per attendee type, the minimum / maximum number should apply when collecting the money.

    Please consider adding this feature. Makes no sense to allow for min/max attendees if you can't also control that with the payment feature.
