Granular Cookie Banner with Real User Options

Our current cookie banner is a "take it or leave it" option, which basically says we will track you if your are on our website. That's not really the same as someone giving consent. We'd like to give visitors the option to say no to tracking, and if they do select no then this should mean that we do not track their visit data.

    Adding a concrete use case. We're a K–12 school in California completing a cyber insurance application that asks whether visitors can (1) consent before tracking runs, (2) customize which non-essential cookies they accept, and (3) opt out of tracking tools. With the Cookie Consent Banner as it exists today, we answer "no" to all three.

    The banner renders a message but provides no controls and gates nothing — our GA4 tags fire on page render regardless of what the visitor does. The notice describes tracking that has already happened. Part of the problem is structural: analytics tags live in the custom head code alongside GTM rather than being managed through it, so there's nothing to gate them on even if a visitor could say no.

    Accept / Reject / Preferences controls in the Cookie Consent Banner, with category-level toggles, would close this for us. Other schools are likely to hit the same wall as underwriters get more specific and CCPA/CPRA expectations tighten in California.

    Correct, cookies collect privacy information and so it falls under PIPEDA and therefore our school is currently not following CASL guidelines.
