Fix for onMessage Emergency Banner Bug

When we issue an emergency banner on our website, we always see that after clicking to close, the banner goes away and leaves an awkward gap where it was. The header of the page then floats where it was moved to when the banner was put in. See screenshot for what I mean.

    It seems like scrolling down seems to do the same thing as well. Banner stays at the top where the menu bar moves down with the page view.
