The style for emergency lightboxes and emergency banners should be separate which allows for them to be different
Currently, the style for the emergency banner and the emergency lightbox are the same. It would be better for each to have their own style as lightboxes tend to be large and banners should be wide, narrow rectangles at the top of the page.
