Adding Users to Distribute Pushpage Before Sending

I would like the ability to add a user directly to a pushpage distribution without actually adding them to a distribution group. Example, when I'm ready to send the pushpage, I can add in other email addresses to receive the pushpage.

    We want to send pushpage to e-mail addresses that are not in a group.  I.E., there is not a contact in onCore for the person we want to get the pushpage.  We just want to include an e-mail address in the distribution group not an entire contact.  Right now we have to create a bogus contact in onCore to make this happen.  We end up having a bunch of bogus records in the database, which years later will just lead to confusion; "who is this person" and "why doesn't this person have address info, its just an e-mail address" etc.

    Or if a parent deleted the original, could send a copy to one user.
