Display "read more" only if there is a long description

On our annual report site, under State of the School, on the style: AR Photo Carousel with Thumb Pager, we see "read more" on every news item even if there is not more news to read.
Is there a way to suppress this?
Also, can the Read More button be set to open in a new window?
