pop up/alert lightbox per page

I want the ability to have a pop-up (like a lightbox) appear on a specific page so that when user lands on that page, it displays much like an emergency bulletin does.

    The original idea is still under evaluation but we do have a specific emergency bulletin style banner coming very soon to handle the cookie consent situation.  We have the function built and we are in the final testing phase now.

    This would be ideal for the usage of cookies and acknowledgment of the cookies on our websites.
