If you have a lot of copy in a pushpage content area and need to use the tool bar you have to keep scrolling back to the top of the window.  The copy should simply scroll under the tools menu to make this process less cumbersome. In the onMessage News editing window it has been implemented (although the editing window in news is so small it makes working in that environment difficult as well.
