Send a report each time a payment fails

As I understand, currently when a donor enters a payment online a message is sent if the gift is received however, if the payment fails no message is sent. The only way I have found to see if any payments fail is to go into the queue and check the box to view failed payments. It is important to be able to identify the reason for failed payments and work with the donor for them to make a payment successfully.
