Allow the ability to set parameters on how registrants enter the Grad Year in a registration form

I would like to set parameters on how registrants enter the Grad Year under the Personal Information section in an Event Registration form. This will help with allowing the entering of a 2-digit or 4-digit number to be uniform throughout.
