When you send a test or schedule a pushpage, you have to scroll down the page to complete some required fields. Then, when you are finished, you have to scroll back up to click a button to send. Those buttons should be visible as you complete the required fields on the page. With the final field being required on a page that usually taller than the screen, having the buttons first is backwards.
I've watched people type "test" in the comments text area and they often wonder aloud why that is a required field. I've seen the value of comments when sending to a group of people, but when you are sending the test message only to yourself, forcing a user to scroll back down to add a comment--and then scroll back up to send, seems unhelpful.
