Ability to Prevent Registrants From Having to Fill Out All Attendees on Registration Form

Currently, if there are multiple attendee types added to a form, the system requires the registrant to fill in how many attendees are going to the event, even if the number is zero. If we add a field asking who is going, registrants should not be required to then fill in all attendee types on that form.

    Yes, we need this too. Currently, many people assume the form is not working when the system triggers an error because they did not write 0 for all attendee types.
