Ability to Set Downloads Content to Open in the Browser to View Before Downloading

Right now, when a file is added to a download category, the link to the download automatically downloads the file rather than opening in the browser and then allowing you to download. We'd like an option to be able to set a downloads category to open the file in the browser first so it can be previewed before being downloaded, so users can have the option of whether they want to or not.

    This was a very convenience option for users and was useful for using downloads to provide additional static information. Please reconsider.

    We are unable to embed a download on a page or use the iframe to do this, until the functionality of downloads opening in a new window is returned.  Thanks.

    Browsers use to open PDF files but do to some issues, this feature was turned off.  I am in favor of being able to turn it on or just have it open in browsers all the time.
