Currently, we can add static users in addition to the Distribution Group when we send a test.  If we had the ability to add static users when we do a non-test send then Distribution Groups can be used for multiple purposes.  

For example, if may want to send immunization requests, athletic information and testing information to grades 5-8.  Each use would have different staff, coaches, etc. that may need a copy.  They could be added at the time of the send instead of having to great a different group for each purpose.
