Manage Exclusions: Parents cannot see report cards/transcript of that child

Currently, if you put in an exclusion for a parent, they cannot see any of their kid's report cards or transcripts, but we would like to make it so that you can choose which child they cannot see the report card or transcripts of.

    This functionality is available in the new Holds feature which replaced the previous exclusions in July 2021.

    I would also add a notification or a flag of some sort so grading managers in Guidance or College Counseling can be alerted of a financial hold.  There have been instances when parents will call suggesting the lack of access is some other issue and as a result will receive a file or assistance by someone who was unaware of the situation.
