Allow printing of Report Card comments without a teacher name

We are required to print student written self reflection comments on report cards, and use an Advisory group for this. However, the teacher name should not appear, and currently removing the teacher causes the comment to be suppressed. We would like the option to include grades and comments for courses with no teacher.

    This has been implemented with our new report card builder that was made available to all onRecord sites in the July release.
