And if this is enhanced, need to fix that Emergency Contacts editing flow. See other Ideas around this. Currently unusable for Parents, and even for me as a manager, as one has to inactivate/delete/add just to modify a phone, for example, of a non-core-user contact.  This is behavior in newish Contact Card editing flow, and Emergency Contacts form type inherited it. (Maybe understandable for system Users listed, but not those who are only emergency contacts.)
