I'm thinking your "All School" is actually a school level that you've created.  We have one that's similar called "Entire" which was where athletics groups were placed when we first started (it was a mistake to do that, but too late).  If "All School" is indeed its own level, then the name is deceptive - there actually isn't a way to do attendance for all school levels at once.
