The registrar would like to enter in bulk all the possible course recommendations for upper level students.  He would like individual teachers to be able to delete those recommendations for students that they don't think should be in those courses.  Right now, if the registrar enters the recommendations in bulk, he is the only one who can delete those recommendations.
