Add 'Save & Next Student' button when entering Assessment grade plan Comments

When entering the comments for Standard grade plans, there is a 'Save & Next Student' button as here: https://www.screencast.com/t/gDVqMClRsXY.

We would like this same functionality to be added when adding comments for Assessment grade plans.
