Because the Province field comes before the Country field, some people mistake it for the State field and enter something there, even when the address is in a country that does not have Provinces (like the US). Once the parent chooses the US as the country, the Province field is hidden, but the form can not be submitted. Parents who review the form do not see any errors because ... the province field is hidden. They have to go back and change the country to Canada, for instance, in order to show the province field, remove anything in that field, then change the country back to the US. I believe this could be solved by reordering the fields so that the Country is chosen first. I receive MANY calls and emails from frustrated parents and this is compounded because I can not fix this for them without logging into their account; asking for or changing their password.
