Ability to Inactivate old transcripts

Would be nice to inactivate transcripts no longer in use and/or change the sort order within the list of transcripts available.

    This has been implemented with the 7/24/19 release for Student Information System in the new Transcript Builder.

    This would also be helpful with report cards.
