Suppress course title when grade/comment has not been submitted

Adding a display option on the new report card builder that allows the user to suppress course title and teacher when a grade and/or comment has not been submitted, similar to the option to suppress the grade column. This would be helpful when creating progress reports in which not all grades are required.

    This has been implemented with our December release. When setting the options for the Courses Grid, schools can choose whether or not to suppress course rows if no grades or comments have been entered for the included Grade Plan Grades or Comments.

    This is the way the old report cards worked and it would be nice to have same features as options.
