New Report Card build should show reports for students who have withdrawn

Currently the new report card builder will not show a report card for a student who has been withdrawn. These are important and necessary for records purposes. I was told the only work around was make all their courses into transfer courses. The old report card builder doesn't have this same problem.

    This only works if you turn the Include dropped courses on in the report card builder. However, turning that on allows every dropped course in the history of the student to show up on the transcript. That is not a solution. It also requires turning the Include dropped courses on and off. This is a clunky solution!
