Allow teachers to make course recommendations before signup period begins

It's illogical that the signup period controlled by the "signup begin" date and "signup end" date must be open in order for teachers to make recommendations. We want students and parents making requests only AFTER teachers have made their recommendations. As workaround, we've had to remove the signup tasks from the student and parent roles.

    Another problem we've run into with teachers recommending while students are requesting is that if a teacher tries to recommend a course that a student has already requested, the recommendation is not saved.  Now an advisor cannot see that the student selected a course that they were actually recommended for.
