Maintain history of holds with who added the hold and when and who deleted/removed the hold
We would like to do more tracking of holds (when added, when removed, by what user) and the ability to generate lists of students on hold.

This functionality is available in the new Holds feature which replaced the previous exclusions in July 2021.
