Allow Email and Phone number for one emergency contact

When you create an emergency contact for a user I can only add a phone number for the Emergency Contact and then I have to create another one if I want to include the email. Why can't it be one record and allow me to input email and phone number. It increases the amount of work and when we try to use the Emergency contact form parents are getting frustrated because they have to add the same information again for the EC.
